ASLM background

The African Society for Laboratory Medicine (ASLM) is a pan-African professional body working to advocate for the critical role and needs of laboratory medicine and networks throughout Africa. Africa is rapidly growing but faces major health challenges including epidemics of HIV, tuberculosis, and malaria, and new priorities such as Ebola and other global health security threats. Strengthened laboratory capacity and surveillance in Africa are critical to overcoming the burden of disease and ensuring a healthy future for the continent. ASLM addresses these challenges by working collaboratively with governments, local and international organizations, implementing partners, and the private sector.

Summary of the position:

The Grants Manager will be responsible for managing overall grant efforts, documenting payments and expenditure against grant budgets, optimizing the grant administration process, overseeing fund-raising, preparing progress reports, ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, engaging with donor agencies, educating staff on policies, and helping to prepare financial reports. The Grants Manage may be asked to research, write/prepare and submit timely grant applications with input from the ASLM management. He/she will maintain relationships with external grant managers and program officers of funding organizations, and participate in audits conducted by grantor.

Key Responsibilities:

Grant Administration

  • Maintain necessary active registrations for ASLM in databases of funders based on funding source and need.
  • Maintain and execute a system to review, monitor and initiate pertinent action on awards compliance (e.g., conditions, restrictions, etc.) and coordinate response with program leads
  • Support ASLM staff to determine the need for and prepare for submission of post-award actions such as redirection requests.
  • Prepare and deliver regular reports on grants seeking activities and outcomes.
  • Maintain up-to-date calendar of grant proposal/report submission deadlines and ensure timely submission of these.
  • Support the technical review for scientific merit, completeness and compliance with funder requirements.
  • Ensure that grant spending is tracked effectively
  • Notify ASLM management and staff of any changes in donor requirements/regulations
  • Maintain up to date records of all ASLM grants and contracts – includes award documents, reports, prior approval requests and others as relevant.
  • Coordinate the closeout process after project completion to ensure compliance.

Sub-award/ Sub-contractor Management

  • Develop and maintain procedural guidelines for sub-contracts – both where ASLM is a contractor and where it is a subcontractor.
  • Oversight and management of sub-contracts ASLM may enter into with collaborating organizations to achieve the objectives of awards;
  • In collaboration with project personnel (technical and administrative) develop and manage sub-award contracts in compliance with donor requirements, to include developing and maintaining necessary confidentiality and partnering agreements, registration as well as other information to ensure that sub-contracts are in compliance with funder requirements

Grant Research and Analysis:

  • Under the guidance of the ASLM Management, develop annual goals and strategy for submitting grant proposals to new and existing funders.
  • Monitor funding trends and opportunities relevant to ASLM strategic priorities, initiatives, and projects.
  • Conduct in-depth research of funding opportunities and analyze any such funding announcements for potential fit with ASLM’s priorities and recommend specific funding opportunities to pursue.

Proposal Development:

  • Support process of obtaining internal approval for grant pursuit, including identifying writing team members.
  • In instances of partnerships, guarantee ASLM’s interests through the execution of the teaming agreements.
  • Manage communication with grant agencies during grant submission, review, and approval and coordinate any necessary pre-award functions such as due diligence efforts, including financial due diligence and reference checks.
  • Submit grant applications on behalf of ASLM to meet the deadlines.

Qualifications:

  • Master’s degree in publicadministration, business administration, international development, public health
  • 5+ years of experience with grants administration and/or compliance (US government and federal grant experience required)
  • Ability to interpret complex grant funding requirements, submissions, and budget projections;
  • Experience with federal OMB (Office of Management and Budget) circulars
  • Experience working with nonprofit or philanthropic organizations
  • Ability to think and problem-solve creatively
  • Strong project management and time management skills; highly organized and detail-oriented
  • Demonstrated capacity to frame complex situations and present options
  • Effective written and oral communication skills
  • Ability to provide guidance to people with a wide range of cultural backgrounds, training and experience
  • Enjoy working independently and as part of a team
  • Proficiency with Microsoft Office required (Word, Excel, Outlook and PowerPoint)
