AMR poses a significant threat to global public health, and this position plays a crucial role in our mission to combat the rise of drug-resistant pathogens. The Policy Expert will be responsible for coordinating various activities within ASLM AMR scope and enable collaboration and efficient delivery of various AMR interventions in policy, planning and advocacy. Key Responsibilities: 

• Collaborating with a wide range of stakeholders, including healthcare professionals, policymakers, agricultural sectors, and the public to promote awareness and action on AMR issues.
• Assisting in the creation of comprehensive AMR policies that align with global health strategies and address the unique challenges of different regions.
• Sharing research findings and policy recommendations through publications, conferences, and other platforms to influence AMR-related practices and policies.
• Tracking the effectiveness of AMR policies and interventions, and making recommendations for improvements based on data-driven insights.
• Advocating for increased funding, resources, and political commitment to combat AMR at national and international levels.
• Developing educational materials and training programs to build capacity among healthcare workers and policymakers on AMR prevention and control strategies.

Qualifications:

• Master’s in public health, epidemiology, medicine, or global health
• PhD in Global health, public health, epidemiology or health economics is an advantage.
• In-Depth Knowledge of AMR: Should have a solid understanding of the scientific, social, and economic aspects of antimicrobial resistance.
• Policy Analysis and Development: Proficiency in analyzing existing policies related to AMR and contributing to the development of effective policies at national and international levels.
• One Health Approach: Familiarity with the One Health approach in implementation of health care interventions
• Research and analytical Skills: Ability to conduct rigorous research on AMR-related topics. This includes analyzing data, evaluating evidence, and staying up-to-date with scientific advancements.

AMR poses a significant threat to global public health, and this position plays a crucial role in our mission to combat the rise of drug-resistant pathogens and understanding the economic case of AMR and cost effectiveness of AMR investments in selected countries in Africa. Key Responsibilities: 

• Lead and coordinate economic analyses related to AMR using modeling techniques to evaluate interventions and guide decision-making.
• Conduct research on health economics topics related to AMR to contribute to evidence generation for policy.
• Working with consortium partners and subject matter experts, assist countries in calculating various costs associated with AMR, such as healthcare expenditures, antimicrobial stewardship programs, and surveillance systems to establish the economic burden of AMR.
• Collaborate with policymakers to develop and implement policies aimed at preventing and controlling AMR by ensuring policy decisions are based on balanced economic considerations with public health goals.
• Train and educate healthcare professionals, policymakers, and stakeholders on health economics principles related to AMR to increase regional capacity for conducting economic analysis for AMR.
• Advocate for AMR awareness and action. Communicate economic implications to diverse audiences, including government officials, healthcare providers, and the public.
• Effectively communicate issues that drives policy change and behavior modification.
• Work closely with other experts, including epidemiologists, microbiologists, clinicians, and researcher to address AMR from multiple angles.

Qualifications:

• Master’s in in health economics, Public Health, Public health policy, Global health or Public health or epidemiology or statistics
• PhD in health economics, Public Health, Health policy, Global health or Public health or epidemiology or any Mathematical degree i.e statistics is an advantage.
• At least two years of experience at a senior level or midlevel working on policy or economic analysis.
• Strong analytical skills to assess data, conduct cost-effectiveness analyses, and evaluate health interventions.
• Proficiency in statistics, econometrics, and data analysis is essential.
• Understanding of Healthcare Systems: A deep understanding of healthcare systems, policies, and financing mechanisms is crucial.
• Ability to conduct research, write reports, and communicate findings to policymakers, healthcare providers, and the public.
• Knowledge of Health Economics Models: Familiarity with health economics models (such as cost-effectiveness analysis, cost-benefit analysis, and decision trees) is essential.

AMR poses a significant threat to global public health, and this position plays a crucial role in our mission to combat the rise of drug-resistant pathogens. The Project Manager will manage and coordinates the day-to-day project level activities. This is a project management function that oversees the performance of Technical Assistance for Data and Evidence Use (TADE) project in Africa funded through the Fleming Fund Regional Grants. You will be responsible for technical implementation of the TADE activities in select countries in Africa, as well as coordination with consortium team members and partners who undertake these activities.  A critical role with this position is appropriate, effective and respectful engagement with officials in the project countries Key Responsibilities: 

• Coordinates, directs and oversees the implementation of Technical Assistance for Data and Evidence Use (TADE) project in line with the organization’s strategic objectives and in alignment with funders’ policies, procedures.
• Coordinate with TADE consortium Partners and Fleming Fund regional grant coordinators to ensure alignment with project objectives.
• Act as the liaison between ASLM and project countries.
• Oversight and coordination of project activities as well as monitoring project activities.
• Development of project materials and facilitate meetings for the stakeholders
• Participate in the selection process of relevant contractors/consultants for program implementation
• Coordinate the collection and review of reports from consortium partners and ensure timely reporting to the funder
• Gather and document lessons learnt from program implementation
• Perform budget tracking, time management and support grants management for the project
• Coordinate the focus group discussions, meetings and workshops
• Champion the project (promoting buy-in) to the rest of the organization
• Perform related duties as assigned by Supervisors

Technical Leadership

 Qualifications:

• Bachelor’s Degree in Health Sciences, Social Sciences from recognized Institutions in the fields of Health Economics, Health Systems Management, Medicine, Biomedical Sciences and Public Health
• Advanced training in health sciences, management systems is added advantage
• Demonstrated experience and expertise working with Public/Government establishment with at least 5 years in health systems strengthening and capacity building interventions
• Traceable experience and engagement in Antimicrobial Resistance program implementation and coordination
• Experience working with international agencies, non-profit organizations, local governments, central governments and donors is preferred
• The candidate must be readily available and willing to start the assignment in April 2024

He/she will be responsible for supporting ASLM departments with technical advice to ensure scientific rigour and alignment with latest scientific developments and innovations in all organizational interventions internally and externally. Ideal candidates will be motivated by the challenge of developing and proposing scientific and innovative solutions to strengthen the laboratory and health infrastructure across Africa. Key Responsibilities: 

• Leads the development and implementation of the overall Science and Innovation strategy for ASLM, including setting institutional science, research and innovation interests and priorities and ensuring their alignment to the overall ASLM strategic priorities.
• Supports ASLM Programs in development of data collection tools, frameworks and synthesizing data, statistical analyses and information generated during implementation for purposes of tracking progress, project reports and manuscript writing
• Work with the ASLM Academy to continuously review training and skills gap of ASLM staff in research and innovation and lead the development and implementation of a training and capacity building strategy to address the gaps
• Coordinate the development of the Scientific Program of the ASLM Bi-annual Conference (and any other ASLM conferences) in collaboration with the Business Development Unit
• Develop a Scientific and Innovation Training and Capacity building Program to support upskilling and professional certification of African professionals through the ASLM Academy
• Manage the ASLM’s African Journal of Laboratory Medicine (AJLM) and Lab Culture journals including sustenance of the Editorial Board, coordinating technical reviews of articles, marketing and socializing the journals and ensure continued improvement of the journal’s impact factor.
• Support the ASLM Business Development Unit in grant writing, developing technical proposal strategies, and identifying key partners to ensure high-quality proposal submissions that are scientifically appropriate and adhere to best-practices that promote ASLM’s scientific policies and approaches.
• Support the ASLM Communication Unit when developing updates, advocacy materials, policy briefs and any other communication that require synthesized data and information. 
• Develop and coordinate strategic partnerships with researchers, national and international academic institutions, industry stakeholders, national regulators and relevant government agencies and community networks to advance ASLM scientific and innovation agenda and programs.

Qualifications:

• Master’s degree in public health, clinical research, demography, statistics is required
• A PhD qualification in a relevant field would be an added advantage
• Minimum 10 years of experience in a similar role
• Publication track record of at least 10 papers in one or more areas of expertise, including as first and senior author on peer-reviewed manuscripts
• Excellent written and oral communication skills for scientific and lay audiences
• Robust communication skills with an ability to build strong partnerships with a broad range of stakeholders - including global and regional policy makers, civil society, technical experts, and funders
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Strong problem-solving, decision-making and analysis skills

The Proposal Manager will play a pivotal role in managing the development and submission of proposals to various donors, including corporate entities, bi/multi-lateral agencies, and foundations. Working closely with the science, program, and finance teams, the Proposal Manager will lead the integration of technical design, project work plans, and budgets to ensure the delivery of compliant, on-time, and high-quality proposals. Additionally, this role involves securing partnerships with organizations for consortium-based proposal bids. Key Responsibilities Proposal Development:

• Lead the end-to-end development of proposals, ensuring alignment with donor requirements, organizational priorities, and industry best practices.
• Collaborate with the science, program, and finance teams to integrate technical expertise, programmatic approaches, and budgetary considerations into compelling proposals.
• Ensure all proposal related documents (i.e. key personnel CVs, past performance records, financial documentation etc.) are completed and included in the proposal submission.
• Keep up to date with fundraising and industry trends, support the Director of Business Development and Senior Leadership in bid/no-bid decision making.

Partnership Building:

• Identify and engage potential partners to strengthen consortiums for collaborative proposal bids, as both a prime applicant and sub-awardee.

Project Management:

• Coordinate with internal ASLM teams to develop proposal calendars, establishing and maintaining clear timelines for proposal/budget development, ensuring timely completion and submission.

• Work closely with the finance team to develop accurate and realistic project budgets that align with the proposed activities and comply with donor guidelines.
• Facilitate collaboration between the finance and program teams to ensure accurate budgeting of project activities.

Qualifications and Experience:

• Bachelor's or Master’s degree in a relevant field (e.g., public health, international development, business administration).
• A minimum of 5 years of experience in business development, ideally for the non-profit sector.
• Proven experience in all stages of proposal development (pre-release planning, donor/partner landscaping, stakeholder engagement, intelligence gathering, proposal development and submission, negotiation etc.).
• A track record of successful submissions to diverse donors. Experience with donors such as USAID, CDC, Bill and Melinda Gates Foundations is a benefit, as well as submitting successful proposals for multi-year funding at a value of $5M+ USD.
• Strong project management skills, with the ability to coordinate cross-functional teams and meet tight deadlines.
• Excellent written and verbal communication skills, with a demonstrated ability in persuasive and effective proposal writing.
• A strong understanding of technical design requirements for proposals, including experience developing multi-year project work plans, theories of change, logical frameworks etc.
• Experience in building and managing partnerships or consortiums for proposal bids.

Regulatory and Certification Framework for Institutions handling High Risk Pathogens 

Introduction The Africa Centers for Disease Control (Africa CDC) launched the Biosafety and Security Initiative in April 2019 to strengthen the biosecurity and biosafety systems of African Union Member States to enable them to comply with international standards for Biosafety and Biosecurity. Biosafety aims to prevent the unintentional or accidental release of pathogens and toxins to personnel handling the pathogens, the general population, and the environment, while biosecurity aims to prevent the deliberate theft or diversion of high-risk biological agents or toxins for use for harmful purposes including bioterrorism or biological weapons proliferation. Hence, high containment facilities play a critical role in ensuring protection of the workers, the communities, and the environment. Africa CDC, in collaboration with Member States developed a Regulatory and Certification Framework for Institutions Handling High Risk Pathogens. The Framework sets the requirements for facilities handling High Consequence Agents and Toxins (HCATs) with respect to the design, commissioning, routine operation safe and secure biocontainment laboratories. Applications are open for Institutions handing high risk pathogens to apply for certification assessments. For applications to be considered
