With a focus on strengthening laboratory systems and workforce, ASLM provides technical assistance, training, and advocacy for laboratory professionals across the continent. Since its founding in 2011, ASLM has played a key role in advancing laboratory medicine and diagnostics in Africa, collaborating with partners and stakeholders to promote disease diagnosis, surveillance, and control. Through its programs and initiatives, ASLM has contributed to the development of laboratory policies and guidelines, the expansion of laboratory networks, and the improvement of laboratory infrastructure and equipment. ASLM's experience highlights the importance of laboratory medicine in public health and demonstrates the impact of collaborative efforts in advancing health outcomes in Africa.  Duty Station: Africa Reports to: Director of Business Development Overview ASLM is seeking a dynamic and experienced Proposal Manager to join our Business Development team. The Proposal Manager will play a pivotal role in managing the development and submission of proposals to various donors, including corporate entities, bi/multi-lateral agencies, and foundations. Working closely with the science, program, and finance teams, the Proposal Manager will lead the integration of technical design, project work plans, and budgets to ensure the delivery of compliant, on-time, and high-quality proposals. Additionally, this role involves securing partnerships with organizations for consortium-based proposal bids. Key Responsibilities Proposal Development:
  • Lead the end-to-end development of proposals, ensuring alignment with donor requirements, organizational priorities, and industry best practices.
  • Collaborate with the science, program, and finance teams to integrate technical expertise, programmatic approaches, and budgetary considerations into compelling proposals.
  • Ensure all proposal related documents (i.e. key personnel CVs, past performance records, financial documentation etc.) are completed and included in the proposal submission.
  • Keep up to date with fundraising and industry trends, support the Director of Business Development and Senior Leadership in bid/no-bid decision making.
Partnership Building:
  • Identify and engage potential partners to strengthen consortiums for collaborative proposal bids, as both a prime applicant and sub-awardee.
  • Develop and maintain effective relationships with external organizations, fostering a collaborative and cohesive approach to proposal development.
Project Management:
  • Coordinate with internal ASLM teams to develop proposal calendars, establishing and maintaining clear timelines for proposal/budget development, ensuring timely completion and submission.
Budgeting:
  • Work closely with the finance team to develop accurate and realistic project budgets that align with the proposed activities and comply with donor guidelines.
  • Facilitate collaboration between the finance and program teams to ensure accurate budgeting of project activities.
  • Develop detailed budget narratives that provide a comprehensive explanation of budget line items, ensuring transparency and alignment with project goals.
  • Ensure that proposed budgets adhere to donor regulations, guidelines, and cost principles.
  • Conduct thorough reviews of budget proposals to identify areas for optimization, cost-efficiency, and alignment with programmatic objectives.
Compliance and Quality Assurance:
  • Ensure all proposals meet donor requirements, including formatting, content, word limitations and submission protocols.
  • Conduct thorough reviews to ensure the overall quality, coherence, and competitiveness of each proposal.
Qualifications and Experience:
  • Bachelor's or Master’s degree in a relevant field (e.g., public health, international development, business administration).
  • A minimum of 5 years of experience in business development, ideally for the non-profit sector.
  • Proven experience in all stages of proposal development (pre-release planning, donor/partner landscaping, stakeholder engagement, intelligence gathering, proposal development and submission, negotiation etc.).
  • A track record of successful submissions to diverse donors. Experience with donors such as USAID, CDC, Bill and Melinda Gates Foundations is a benefit, as well as submitting successful proposals for multi-year funding at a value of $5M+ USD.
  • Strong project management skills, with the ability to coordinate cross-functional teams and meet tight deadlines.
  • Excellent written and verbal communication skills, with a demonstrated ability in persuasive and effective proposal writing.
  • A strong understanding of technical design requirements for proposals, including experience developing multi-year project work plans, theories of change, logical frameworks etc.
  • Experience in building and managing partnerships or consortiums for proposal bids.

  • Meticulous and thorough in processes and documentation.
  • Good communication skills; verbal and written.

Regulatory and Certification Framework for Institutions handling High Risk Pathogens 

Introduction The Africa Centers for Disease Control (Africa CDC) launched the Biosafety and Security Initiative in April 2019 to strengthen the biosecurity and biosafety systems of African Union Member States to enable them to comply with international standards for Biosafety and Biosecurity. Biosafety aims to prevent the unintentional or accidental release of pathogens and toxins to personnel handling the pathogens, the general population, and the environment, while biosecurity aims to prevent the deliberate theft or diversion of high-risk biological agents or toxins for use for harmful purposes including bioterrorism or biological weapons proliferation. Hence, high containment facilities play a critical role in ensuring protection of the workers, the communities, and the environment. Africa CDC, in collaboration with Member States developed a Regulatory and Certification Framework for Institutions Handling High Risk Pathogens. The Framework sets the requirements for facilities handling High Consequence Agents and Toxins (HCATs) with respect to the design, commissioning, routine operation safe and secure biocontainment laboratories.
